I agree and I think such kind of exclusion cannot be realized without
some additional mechanism with a certain intention, but as long as I
remember, there is no such default mechanism in DeleGate, except with
explicit parallel service restriction by MAXIMA="delegate:1".
You might be able to see what is going on in DeleGate by adding "-vv" 
option at command line for DeleGate and observe its output.
