I checked this issue again and again. I found that if I start delegated with
RESOLV=file,dns or whatever (even if it's the same as the default value
RESOLV=cache,file,dns,sys), these 2 UPD ports will not appear in
netstat -apn in my linux box.
Is this a bug?

udp 0 0 0.0.0.0:1054 0.0.0.0:*
udp 0 0 0.0.0.0:1055 0.0.0.0:*
so, what do these 2 udp ports for?
I tried tcpdump to check the traffic on these ports, but find nothing.
I know that squid also running on one udp port for DNS stuff, is it
something similar in delegate case?
