It's not frequent but is a very rare question, which I've never
heard except the one in the era of Windows95.

Since the problem is occurring in the layer of porting code for
Windows, the usual log is not helpful.  A debug option "-w3"
dumps what is going on in interface for Windows, but it is so
verbose to read.
Recently, we have other troubles at process start up on Windows
which are hard to shoot, so I introduced new option "-W3" which
dumps the log only at the start up for each process.  The executable
of new versions is at:

Please send the log of this version, running it exactly as
follows, then doing "telnet localhost 9999".
