I see.  It is usual access restriction in INN (InterNetNews) and
it seems to have been inherited to Netscape-Collabra.

DeleGate automatically issues "MODE READER" when the server is
recognized as INN.  The enclosed patch adds Netscape-Collabra to be
recognized as INN.  I hope it solves the problem.
