- I suppose that "*localhost" was something else in your real config.
- Note that a HostList in form "A,B" does not mean "A and B" but "A or B"
  where there is no lexical relevance between A and B.

You should do it like:

  PERMIT="*:!{blocked.address}:-T.9-18"

or use "&" operator like:

  PERMIT="*:-T.9-18,&,!{blocked.address}:.localnet"

similarly to the example of Manual.htm:

>PERMIT="*:-T.9-16:hostList1" PERMIT="*:-T.17-8:hostList2"
...
>AND operator used as "hostList=A,&,B" where when A turn to be
>false, the hostList as a whole turns to be false without
>evaluating B.  Otherwise B must be true to be true as a whole.
