Specify the base directory under which counter files are
placed, if the COUNTER paramer is specified to enable counters (as COUNTER=do).
Note that the directory is aged weekly by default (by "%W" in the
aging notation).
It can consume too many files for counters (the size will not be so much
but the number of files can be too many).
You can stop the aging as in DeleGate/9.X in which the directory was not aged
as if sepecified like COUNTERDIR='${ADMDIR}/counts' (hard coded in the program
thus was not configurable).
Or you can age the files yearly as COUNTERDIR='${ADMDIR}/counts[date+/year%y]'.
